రాజనీతి శాస్త్ర ప్రాథమిక పారిభాషిక పదకోశ నిర్మాణం: కార్యశాల3 ప్రారంభం

కమీషన్ ఫర్ సైంటఫిక్ & టెక్నికల్ టెర్మినాలజీ, డిపార్ట్ మెంట్ ఆఫ్ హైయ్యర్ ఎడ్యుకేషన్, మినిస్ట్రీ ఆఫ్ హ్యూమన్ రిసోర్స్ డెవలప్ మెంట్, గవర్నమెంట్ ఆఫ్ ఇండియా ఆధ్వర్యంలో ఆంగ్ల, హిందీ, తెలుగు భాషల్లో ‘‘రాజనీతి శాస్త్ర ప్రాథమిక పారిభాషిక పదకోశ నిర్మాణం’’ హైదరాబాదువిశ్వవిద్యాలయం, హైదరాబాదులో ది: 7 ఆగస్టు 2017 నుండి 11 ఆగస్టు 2017 వరకు కార్యశాల (వర్క్ షాప్ ) జరుగుతుంది. దీనిలో నేను కూడా ఒక సభ్యుడిగా పాల్గొంటున్నాను. డా.ఇ. వెంకటేశు (అసోసియేట్ ప్రొఫెసర్, డిపార్ట్ మెంట్ ఆఫ్ పొలిటికల్ సైన్స్, హైదరాబాదు విశ్వవిద్యాలయం )సమన్వయకర్తగా వ్యవహరిస్తున్నారు. సభ్యుల్లో ఒకరు కొన్ని వ్యక్తిగత కారణాల వల్ల  డా. కస్తూరి సీతామహాలక్ష్మి నిన్న హాజరు కాలేదు. ఆమె లేకపోవడం ఏదో వెలితి కొట్టొచ్చినట్లు కనిపిస్తోంది.  కొత్తగా Prof. Syed Mehartaj Begum చేరారు. ఉత్సాహంగా పాల్గొంటున్నారు.

వర్క్ షాపు చాలా బాగా జరుగుతుంది. ఒక్కొక్క పదాన్ని స్థిరీకరించేటప్పుడు – వివిధ రాజనీతి భావనలు, సిద్ధాంతాలు, శాస్త్ర చర్చలు చేస్తున్నారు. అవి నాకెంతగానో కొత్తగా అనిపిస్తున్నాయి. నిత్యజీవితంలో కొన్ని భాషా పదాలు మనలో ఎలా కలిసిపోయాయో ఆశ్చర్యం కలిగిస్తుంది. అవి ఏ భాషాపదాలో గుర్తించనంతగా తెలుగులో ఇమిడిపోయాయి. అయినా వాటికి సాధ్యమైనంతవరకు తెలుగులో కూడా పారిభాషిక పదాల్ని రూపొందించే ప్రయత్నం చేస్తున్నాం.

ఉర్దూ యూనివర్సిటి ప్రొఫెసర్ డా.నజీవుల్లా సంస్కృతీకరించిన తెలుగు కంటే తేటతెలుగులో పదాల్ని రూపొందించమనే వాదనలు, ప్రతిపాదనలు బలే ఆనందాన్నిస్తున్నాయి. డా. వసుంధర గారు పారిభాషిక రూపకల్పనలో గతంలో వచ్చిన పారిభాషికపదాల్ని పరిగణనలోకి తీసుకుంటూనే, కొత్తవాటిని రూపొందించేలా ప్రయత్నిస్తున్నారు. ఆచార్య ఈశ్యరయ్య, డా. వెంకటేశ్ గార్లు సైద్ధాంతిక చర్చలు శాస్త్రీయతనిస్తున్నాయి. ఆచార్య సయ్యద్ మెహతాజ్ బేగమ్ గారి తెలుగుమాటలు వినడానికి చాలా ఆసక్తి కలిగిస్తున్నాయి. నేను కంప్యూటర్ లో తెలుగు పదాల్ని టైపుచేస్తూ, చర్చల్లో పాల్గొంటున్నాను.

సాహిత్య విమర్శ, సిద్ధాంతాలు బోధించేటప్పుడు ఈ పదాల వెనుకున్న సైద్ధాంతిక భావన నాకెంతగానో ఉపయోగపడుతుందనుకుంటున్నాను.

కంప్యూటర్ మాత్రం చాలా విసిగిస్తుంది. దాన్నిండా వైరస్ వచ్చేసింది. దాన్ని ఫార్మేట్ చేసి ఎన్నాళ్ళైందో తెలీదు. ఆ కంప్యూటర్ లో తెలుగు రావడానికి కావలసిన సాప్ట్వేర్ సెట్టింగ్స్ చేసి, ఏపిల్ కీబోర్డు ఇన్ స్టాల్ చేశాను. కొన్ని సార్లు ప్రొజెక్టర్ సరిగ్గా కనెక్ట్ కావడంలేదు. మరికొన్ని సార్లు టైపు చేసి మేటర్ సేవ్ కావడంలేదు.

ఈ చిరాకుకు తోడు సెమినార్ హాలులో ఉన్న ఎ.సి.లు సరిగ్గా పనిచేయడం లేదు. ముందు వాటిని పట్టించుకోకపోతే, పనిచేయలేమని గుర్తించాం. అప్పటికే ‘‘ఇది న్యూ సెమినార్ హాల్  అన్నారు. ఇక, ఓల్డ్ సెమినార్ హాల్ ఎలా ఉంటుందో’’ అని Prof. Syed Mehartaj Begum  చమత్కరించారు కూడా. మధ్యాహ్నం నుండి ఎ.సి.లు బాగా పనిచేయడం మొదలు పెట్టాయి. దానితో పనిబాగా చెయ్యడం కూడా వేగం పెరిగింది. భోజనాల విషయంలో మౌలానా ఆజాద్ నేషనల్ ఉర్దూ యూనివర్సిటిలో రోజూ నాన్ వెజ్ ఉండేది. ఇక్కడ ప్రతిరోజూ వెజిటేరియన్ మాత్రమే ఉంటుంది. ఈ విషయంలో రిసోర్స్ పెర్సన్స్ పెద్దగా పెదవి విప్పలేదు, కానీ, ఆ భోజనాలతో వీటిని పోల్చలేమనే ఫీలింగ్ మాత్రం నాకు కనిపించింది.

చివరిగా అయినా, మొదట చెప్పాల్నిన మాట, డా.వసుంధర గారు తెచ్చిన అప్పాలు చాలా బాగున్నాయి. 

ఈ వర్క్ షాప్ కి సంబంధించిన న్యూస్ బులిటెన్ ని యూనివర్సిటి ఆఫ్ హైదరాబాదు వారు కింది విధంగా ప్రచురించారు. 

Workshop on Trilingual Glossary of Political Science

The workshop will be organized from 7th to 11th August 2017. The Ministry of Human Resources Development (MHRD), Government of India appointed the Commissioner for Scientific and Technical Terminology (CSTT) to prepare the glossary.

Addressing the Workshop Prof. Vasanthi Srinivasan suggested that the technological advancement has been facilitating to see the meanings in short span of time on the mobile and google search. However, the content and conceptual clarity is missing. Therefore, she suggested that the CSTT must focus on the concept and content of the terms to be familiarized to the clientele group.

Dr. E. Venkatesu, Associate Professor, Department of Political Science, while extending the welcome to the Resource Persons, said that Higher Education has now reaching to the people of subaltern and rural communities, therefore, there is need to clarify meaning and concept of the term. Dr. Shahzad Ahmad Ansari, the Assistant Scientific Officer, Political Science, of CSTT said that the Commission has been providing financial support for glossary and concept dictionaries. He also said that the process has been going on across the country in all the languages and all the subjects.

The resource persons includes such as Prof. Syed Mehartaj Begum (Jamia Hamdard University, New Delhi), Prof. P. Eswariah (University of Hyderabad), Prof. Darla Venkateswara Rao (University of Hyderabad), Dr. Najiullah (Moulana Azad National Urdu University), Dr. Pallavi Kabde (Dr. B. R. Ambedkar Open University), Dr. Challamalla Venkateshrlu (Osmania University), Dr. V. M. Rajasekhar (N.T.R. Govt. Degree College, Vayalpadu, Chittore), Dr. Bhaskhar (Govt. Degree College, Ramannapet), Dr. Vasundhara (Telangana University)

The team assisted by Dr. Sakru Naik, Post-Doctoral Scholar, Department of Political Science, University of Hyderabad. Dr. E. Venkatesu, Coordinator for the workshop proposed the vote of thanks.
